HISTORY & BACKGROUND

CEED was founded in 2004 by Reverend Ray Parker to act as a catalyst and facilitator for holistic and participatory initiatives that would transform disadvantaged communities through small business development. CEED’s Executive Director, Rufus Idris, joined CEED in 2008 and became Executive Director of the organization in 2009.

Between 2008 and 2013, CEED has provided micro-enterprise/small business technical assistance and support to 200+ start-up and already-established small businesses in Southwestern Pennsylvania, most of which have been immigrant, refugee, minority and women-owned. While providing direct small business assistance and support to disadvantaged members of the community who wish to start or grow their own businesses, we work with community groups and partners to develop and improve business corridors in the City of Pittsburgh’s most economically distressed neighborhoods.
